Take it back to the technician - and find a better one in future who play tests an instrument before returning it.

It may or may not be the tech's fault, but bring the problem to their attention. If there was something wrong with the pads, just the fact that they are sealing like they should now may have brought the issue to your attention, or perhaps the tech did do something to them that would cause this issue. In any case, do say something to the tech, and chances are they will want to set things right.

True. Many pads are slightly sticky. Some pads are inherently very sticky. However for the stickiness to become an issue, the pad membrane usually has to lift from the ENTIRE surface of the tone hole edge at the SAME time. This does not happen with poorly adjusted pads. So the stickiness may have been part and parcel of a good adjustment, for the particular pads involved. The technician can probably at least reduce the stickiness, by appropriate cleaning &/or applying a minute trace of Teflon or talc powder. Some players do this themselves, but seeing that a tech and possible guarantee are involved here, best not to interfere yourself.

In humid climates stickiness of pads is a far greater issue. If this applies to you, then unless it is really bad, it may be better to live with it, if the alternative is to have poorly adjusted pads.
