What is meant by "Sandblast"

I believe it means that the finish is "sandblasted" so that it becomes dull, much like brushed nickel. Most reputable makers would not do this to their instruments...

The sand blasting means just that. Sand (usually quite fine,and sharp, or a similar abrasive) is fired in a stream of high pressure air, at the surface of the instrument, giving it a uniform, non-reflective, dull finish, like matte-finish paint.
Then the surface would normally be plated in silver (or gold). The surface remains matte-finish, because the plating does not undo the microscopic roughness of the surface.
An ulterior motive for doing this is that it disguises blemishes in the surface, because of the lack of reflected light from the surface.
