If you want something free you can go to http://www.noteworthysoftware.com/composer/ and download the demo version of the program onto your computer. It's fully functional except it puts "Unregistered Noteworthy Score" at the top of every line in the music.

A good program to use is Sibelius
Its really really expensive if you buy it, but there are loads of copies floating around
As far as publishing goes, you could put it on here, or talk to Boosey + Hawkes, or some other music publisher.

2. how to get the music published
Has it been performed in public? If not, worry about this before you even consider publishing. Has it been performed in private? Did you at least consult a bass player before signing your name to the finished piece? Do you have compositional credentials (a degree, for example)? My advice is to make sure you aren't jumping the gun. Ars longa, vita brevis.

1. a good software to get the music on paper
It's not a good idea to use music notation software until you are already proficient at producing readable, attractive copy by hand. Buy a copy of The Norton Manual of Music Notation, a triangle, a box of soft no. 2 pencils, and some extra erasers. When you're done, make a little trip to Kinko's.

Thanks for the ideas, i went with the sibelius software it's a hit at my school district (wish it was on the ensemble list though lol) i decided to upscale it to a small 3 movement concerto for 2 cellos and 2 basses (it's in G minor)
