I am considering buying an alto (or maybe a tenor) sax. but havn't played sax. before (only clarinet in terms of wind instruments) my budget is as low as it can get and I would like to know the forum's opinion on the very bottom end saxophones.

yamaha beginner saxophones is good saxophones for a low price. alot of beginners use these saxophones. and they are easy in tune and easy to play at.

I would agree with Emilie the yamaha seems to be at the top of the list when it comes to recommendations for a solid student horn.
The Yas-23 seems to be the most popular. If you are a little short of cash ... aren't we all from time to time .. you may want to hunt one down on your local Craigslist, Recylcler or what ever local classified you have.
If you have a local repairman you may want to get his opinion if possible, if you don't feel comfortable in play testing it take along a friend that could test it for you.
I believe that if you are short on cash get a decent horn and buy a great mouthpiece and get some decent reeds and you will be good to go.
I have seen exceptional players make even a junker horn that was tight as far as pads, no leaks etc sing like you wouldn't believe.
On the other hand I have seen with great horns that couldn't play their way out of a paper sack.
Get a decent horn at a decent price and go and play some music.
