Move everything down one whole step (adjust octave as necessary). The key signature will have two more flats.

Don't you mean soprano to flute? Because then its 2 more sharps to the key signature and add move the notes up a whole step.

Sop. to flute is down a whole step. Add 2 flats to the key sig.
Sop-->Flute
C-->Bb
D-->C
E-->D
F-->Eb
..and so on
