Finale Notepad is the only free full version one. www.finalemusic.com/notepad/
NoteWorthy Composer has the smallest file size (less than 1mb) unlimited tryout and really good for a free version.

Sibelius is quite advance for beginners. I wouldn't recommend the free version. The full version is good.

Yes. ILLEGAL download sites (bittorrent, emule, etc) are the only places to get these for free. I would just buy them.
