Hmm.. Well I don't think that there are notes that are "acceptable" to puff your cheeks on. Some notes on the BBb (such as pedel F) are hard to play in tune. If you cannot play a note in tune without puffing your cheeks I think it is ok to do so.
I don't think there are any notes that are impossible to play in tune. Some are harder than others, but with alternate fingering and adjusting you should be able to play all the notes in the normal range in tune.
Some lesser quality tuba models do have a lot of notes that are hard to play in tune, what brand and model tuba are you playing?
no notes are considered "acceptable" but my friend had the same problem just practice while looking at a miror and you can see when you are puffing your cheeks and then work on those notes for a little while.

This is my fourth year playing tuba, and i have a private teacher she is very good, she plays all brass instruments, im working primarly on Carnival of Vience. I'm not that great, but, yea.
Haven't really thought about college, but my carnvial of venice is by J.B Arban and it's in a book called first solos for the tuba player by Herbert Wekselblatt. so yea
Oh ok. I know that one. I wouldn't really suggest that for a college audition. That version by Herbert Wekselblatt is the easier version of the carnival, plus the carnival is played so much that the auditionor would be able to tell any mistakes made.
