A teacher that sees you play in person would be the best one to tell you what to do. If you are a beginner maybe you are using more air then necessary when blowing.
You use less air by wasting less. Any air that is making a "fuzzy", airy sound, is wasted air.
Use less air by having a smaller lip aperture, with probably a bit more air pressure from your lungs, and a really good embouchure. For high notes, blow the air even faster, but use less air by having an even small lip aperture.
How do you get a really good embouchure? Few flute players achieve this without a good flute teacher.
Of course, some people have bigger lungs than others. And some people have problems from asthma, dust, smoke, etc, or bacterial/viral damage to the small airways.
The flute needs a fair bit of air pressure especially for high notes. Which means that the abdominal and intercostal (between the ribs) muscles must be reasonably strong. If you can't blow up balloons, then perhaps exercise is in order for these muscles.
The air should come form the lips as a clean stream of air, a bit like the water from a fire hose. It should not be blowing all over the place, otherwise you are wasting it.
To achieve that, you lips must not be pulled firmly against your teeth, your teeth and tongue must not be in the way of the air reaching your lips, your lips must have an appropriate shape, you must be blowing with a suitable air pressure, Your lower lip must cover th right amount of the tone hole, you must blow in the right direction relative to the flute, you must accommodate a tear drop lip if you have one, etc, etc.
These are the things a teacher can work on with you to get right.
(If your sound is not clear, &/or you are using up air very fast, then you have it wrong.)
My band teacher has us do this exercise everyday. First you loosen every part of your body up so you have no tension for the breathing. Then you breathe in for four beats with your mouth in an O shape and then breathe out for four beats with your mouth in the position you would play in or in an O depending on the instrument. When you can do that comfortably the you can breathe for 4 and out for 5, then 6 and so on up to 20 beats. If you do this everyday then it will take 2 months do learn to do it comfortably. Another thing is to do the same as above but only in for 3,2,or 1 beats. Let me know how it works or if you understand my instructions.
