Well the thing the screw cap thing attaches itself to is attatched to a cork and that keeps you in tune or out of tune. If you are way off the chart flat then the cork in the headjoint may need to be adjusted

If your flute came with a plastic or metal rod the end with the line, not the circle, you should take the rod and put it in the head joint and look the at it and the line should be in the middle. The thing at the end should be adjusted if the line isn`t in the middle. Don`t lose it, or mess with it unless its out of tune. The `crown` as its called, costs around 40 bucks!

The cork could be adjusted without using the crown.

The crown`s other (primary?) purpose is to give a cosmetically pleasing look to the end to the flute. On a STUDENT flute it most certainly would not cost "40 bucks".

BTW I`m NOT American, whatever the significance of that is.
