In my clarinet method book it say it was composed by Julius Benedict.

I think it was written originally by Paul Jeanjean.

There are several versions, the two most well known by Paul Jeanjean (Clarinet and Piano) and Giampeiri wrote a set of variations as well (Clarinet and Military Band). The Giampeiri arrangement is much harder.
