i want to learn how to play this awesome song however some parts of the tab i can't understnad, i know the basics like the #s mean the frets and the string names but some of the other things i don't know. Here what does this mean

-------3/8------ what does the / mean?

and also what does this mean ~----3-3b4r3--- the ~ and the b and r. i know what h and p stand for pull off and hammer on is ther any other things like that?
