1. Practice.
2. Get a (good) teacher because he or she can save you hours, days or weeks of practice simply by correcting your technique.
3. Find music you like to play ...

I agree with the practice. Some days just buzz the things on your mouthpiece, it will help a lot!

Buzz on that mouth piece and learn those scales. Find an awesome mentor too. The tuba is awesome! You are going to love it. Hard work and lots of practice will get you very far. Don't be afriad to ask questions and observe the pros.

Play lip slurs alongside a metronome; this forces your embouchure to change quickly and in time.

etc.

slurring each group of 2 measures, and going down by half steps, that is.

Play lots of long notes, as long as you can play, when you'r starting. Hopefully it will improve your lung capacity so you only have to breathe every second measure.

<Added>

I always do that before i start playing, because it warms up the instrument so your tuning doesn't change as you continue playng.

While increasing lung capacity is great, make sure not to sacrifice intonation and tone for the ability to go a long time without breathing. There is nothing wrong with breathing every other measure, or even every measure at time.

And even though your instrument is "warmed up," that doesn't mean that it cannot and will not change intonation through out. You need to always listen to your pitch and adjust as needed even after tuning.
