The Clarinet is in the key of B-flat. It sounds two steps lower than written so therefore is written two steps higher than concert pitch.
The lowest note on the clarinet is the "E" 4 spaces below the staff. This written "E" is actually concert "D" because the clarinet is a B-flat instrument.

The highest note on the clarinet is the "G" 8 spaces above the staff. This written "G" is actually concert "F".

However, I strongly advise you not to go above the written "C"/concert "Bb" below that "G" since anything higher than that can be troubling to play even for the most experienced professionals.

In face, I reccomend you limit your notes to the writtten "G" that is 4 lines above the staff.

It depends on the ability of your clarinet players. Normally we don`t give notes higher than C or D above the stave, but it also depends on the genere of the music you are going to arrange. It also depends on the band - wether it is a full concert band with all the strumentini or a small band which lacks instruments like piccolo, oboe etc. What`s your instrument? I bet you play brass. If you need more help you can contact me. I am a clarinettist, do band arrangements and conduct my band.
 Good luck

If your players are grade three or below, I wouldn`t recommend going above the C two lines above the stave. Concert pitch D. Playing above the G above that is easy for grade six players and above. The clarinet goes up to the C that is three C`s above middle C.
