Need to find out about a band & can`t remember the name

Hi Everyone

There is a problem really bugging me - does anyone remember a music video around 1994 featuring a female singer wearing braces, a pink ginham dress, black boots and carrying a large lollipop around with her - the band name would really help as it is driving me nuts at the moment.
