Truth. RP and PP are both acquired skills. All different aptitudes are found for each skill. Some learn it instantly ( this 1/10,000 you speak of) while others may take more than a brief period of time to learn it (most everyone else). It is not a YES or NO skill, it is more of a "how is your sense of pitch perception" skill. Some people are slower with recognizing pitches while others may hear a 5 notes chord and know exactly what`s going on at the blink of an eye. Any skill may be learned and developed without limit.
