Is an 8th rest still half a beat in 2/4 time?

Yes. It doesn`t matter what the first number in the times signature is, as long as it ends in 4 (Ex- 4/4, 2/4, 3/4, 6/4, 7/4), the values of everything will be the same, there are just more beats in a measure.
