I do not think this is Mozart. I'm 100% certain it is NOT from the 40th Symphony.
It is very similar to a song that is the theme to a movie called "The Sandpiper" starring Richard Burton, from the late 60s (although your rhythm is different from that song). I can't recall the name of the melody yet but I'll write back if it comes to me. This is the notation for the first couple of bars of this piece in C minor:
